Alright.
When you do write a quest it has to be written in a way where you and Jagex can understand what's going on. You should probably write it in the proper style of the genre you want it to be. There's no real special way to write a quest, treat it like a story.
Although, in a quest it's best to describe every character, even secondary ones. After all, you're making up characters that could possibly make it into the game. Same goes for surroundings and action. Although when you're writing a part of the story that would be a cut scene try to avoid putting in, "And then a cut scene begins." Instead, try to make it flow like the rest of the story.
Sense quests are a kind of story/suggestion hybrid it's best to have such things as requirements and rewards in balance with the quest. You don't want a really short and easy one to give you a ridiculous reward. I personally find it best to have the requirements in the intro post and the rewards at the end. Also when you finish the quest itself be sure to describe any new rewards and what they do, such as weapons, mini-games and such.
