There can be no doubt. Penguin hunters have provided the most kills for me.
I have 20 penguins in PoH to represent the conservation I do with them (killing their hunters). 1 ghost girl to represent a dead penguin hunter.
Be warned. There are many anti-pkers there as well as periodic checks from well known highly skilled pkers.
You have to hold your ground, kill them or make peace with them. A lot more challenging than you'd think. Corn
