Magic should ideally be the last combat skill to max, if you wanted to be efficient: you'll end up with millions of post-99 exp if you focus too much on magic early on otherwise.
Although depending on how much you need it, magic would be best to train to a high level quickly, 75-94 based on what spells you need, since the last few levels are what require the most exp, while getting a high level early would still allow you to get the most out of the spells.
