You confuse downright overheating with long term heat damage by playing games like this for long time frames over many months or years. You can adjust all the Hz you want Skippy and still, you have an increased risk ALWAYS of a device that develops issues that requires a replacement device.
Ever ask your self why an ARM based CPU can attain 2.5Ghz with no active cooling? Yep, you guessed it, it was designed only to attain that speed when needed and for relatively short time frames ( among other enhancements ARM made ). When you run RS, you keep that CPU awake and closer to it's top speed. These CPUs simply where not made for that.
Can you? Yes. For how long before you have issues? Indeterminate.
