Just tested this for an hour at Araxxi (current path 2/3 rotation), here are the results.

98,967/200,000 (-2 charges) on path 2.
98,987/200,000 (-20 charges) on path 3.
98,989/200,000 (-2 charges) on path 3.
99,013/200,000 (-24 charges) on path 3.
99,033/200,000 (-20 charges) on path 3.
99,033/200,000 (-0 charges) on path 3. Today's reaper task completed.

The charge drain is now miniscule during Reaper tasks compared to before. I guess minions are still not counted as also your "Reaper" target yet, so i'm curious what Jagex actually changed. Maybe, Araxxor now counts as part of an Araxxi Reaper task? Nevertheless, i'm now satisfied with the charge drain on Reaper tasks, it's very slow now.
