ceased being a payer/player/forum user for years, and this argument forced me to break a long-held silence.
targeting the "whale" players, MTX is intended to meet Jagex's perceived shortfall between:
1. $ amount (Jagex believes) all members are willing to pay*number of members, and
2. total $ needed to keep ownership/board/management secure.
with this in mind, one can deduct that membership fee being too low (in Jagex's opinion)
is the very reason MTX exists.
in other words,
membership fee "too low" leads to MTX,
not
[s]MTX allows membership fee to be lower[/s]

as an alternative way to deduce this, ask yourself the following question:
can MTX possibly exist without core game?
(as in, would ANYONE buy, for example, the $40 assassin skin if there's no game in which to put it on?)
