Council Rules


• To impeach a council member, half of the council and 75% of the players association must agree.

• To award a council spot, the council must unanimously vote to add in the chosen member.

• To ban a player from the league, the council must unanimously vote to ban the selected member. If the member is on the council, then his vote will not count in the decision. The player being banned has the right to a hearing with the council to defend his argument.

• To unban a player from the league, the council must unanimously vote to unban the selected player.

• A majority vote in the council is required to pass new rules pertaining to the game.

• Council members cannot vote in situations of perceived bias, for example a council member cannot vote on issues pertaining to his or her team.

• Any decisions made by the council must be made in the council forum or at a council meeting.

• If a player retires and then chooses to return they must apply for reinstatement by the council. If the council approves them and they are on a team roster they will be available to play for that team. If they are approved and a free agent, they may be signed by any team that can fit them on their roster. A retired player on a roster counts towards the budget cap.

• Candidates for council are voted on by the PA every time a current member of the council steps down. The council members will pick from a select number of candidates that were chosen by the PA, depending on the number who apply.

• Any council member is able to be voted off at any time with 90% approval rating, regardless of the decision made by council members to impeach a member.

• Any council member who is impeached will be allowed to run for re-election anytime a current council member steps down.

* All past offenses made by impeached member will be listed next to their name at the next vote, as that should be taken into consideration when they are being allowed into polling.

Players Association


• The Players Representative will be chosen by the players in a vote every off-season. The representative will be responsible for representing the players interest and trying to propose new rules and suggestions to the council.

•Any unanimous decision made by council does not exclude the PA's vote in any fashion.

•PA is able to poll any issue that is brought up by a decision made by the council, and are able to overrule the decision with 85% approval rating. The PA is only allowed to overturn 2 major decisions during the season, but any other problems after that, they are allowed to bring up their concerns.

• The players association has up to two weeks to start a poll to overturn a decision by the council.

• The players representative can schedule weekly meetings with the council to discuss any complaints they have received from the players.

• The player representative will post council member approval rating polls at the end of each season. Data gained from these polls will be used in potential punishments/impeachments for council members that receive poor ratings.

• Anyone who has applied for PA Representative will be put on the ballot.

• PA rep has a say in all grades, and before they are posted, will bring up concerns from players to the council.

• Grades will be posted publicly before they are official, and the PA will be able to challenge any grades that they disagree with.

• Any perceived troll votes for an application will be eligible for removal from official ballots, this removal will be with communication to the person/persons to ascertain the true nature of their apps.

Referee Association


• Anybody in the league is eligible to become a referee.

• The players have the right to file a complaint against referee’s and punishments will be decided by the council on whether the complaint is legitimate.

• If a referee has three or more legitimate complaints in one season filed against him, then the referee will be banned from reffing. A referee cannot be banned without having a trial to defend each complaint he received.

• A game is expected to start on time, all late starting games should receive a complaint by the players which will be reviewed. Players and referees are expected to show up ten-fifteen minutes before the game in order to get everything organized.

• Teams may not ban referee’s from reffing their games.

• If Referees fail to enforce the rules, they may be suspended or banned from reffing.

Off-Season


• At the completion of the regular season, all rosters will lock, meaning no transactions are permitted.

* At the conclusion of the regular season, the league will vote on awards to determine award winners. The league will also vote on the All-Pro teams.

• Any vacant team ownership positions will be filled by the council. The council will allow players to apply for the position to own a team.

• All council vacancies will be filled in the off-season. Players will be allowed to apply for the position.

• The council will be responsible for any new rulebook changes along with releasing the new schedule prior to each season.

Free Agency


• At the conclusion of each season the council will grade the players on a scale of A-F. The grades will be based on overall career performance along with the player’s most recent season.

• Each team will have a budget cap determined beforehand by the council.

• The following are the values for the budget cap:
- A - 200k
- B - 150k
- C - 75k
- D - 50k
- F - Free

• If a player is signed for multiple seasons they will retain the same player grade and budget cap hit throughout the duration of the contract.

• If a team releases a player who was signed to a multiple season contract and then proceeds to re-sign him, the player will be worth his or her current grade on the budget cap.

• The cap penalties would exist for the length of the contract signed.

• Teams may not sign 3 A graded players.

• A rookie may not sign for a multiple-season contract.

• A rookie will always be an F grade in his or her first season.

• You may only sign a player for three seasons in a contract.

Statistics


• The stat keeper cannot make calls on the field if there are 4 referees present at the game.

• All complaints about statistics must be supported by evidence such as video proof, or pictures to prove your claim.

• Extra points do not count towards player stats.

• A sack counts as a tackle.

• Scoring after interceptions will count as receiving touchdowns and will be marked with an asterisk on the seasonal statistics.

Teams and Uniforms


• Owners and coaches are responsible for their players knowing the rules.

• Team names must consist of a place found on the Runescape map and a team name. (Ex. Varrock Rams)

• Official uniforms must be posted on your roster.

• Teams may have one uniform and an alternate uniform but they cannot be yellow, any color close to yellow, or the same color as any other team at any said game.

• All players must wear a team uniform decided on by the team.

• Failure to wear uniform will result in being unable to play in that game.

• Any uniform changes must be approved by the council before use in a game.

• All team names must be completely original if you don’t have rights to the team name (original creator or longest owner of that team).

• All returning team owners will have first dibs at retaining their team name and uniform.

Banned Item List


• All aura's are banned for use in games.

• You may not have anything equipped in the Weapon Slot.

• You may not have anything equipped in the Shield Slot. (Books are ALLOWED)

• You are not permitted to wear anything in the Cape Slot.

• You are not permitted to wear flippers or anything which extends the player's feet (the head referee can judge)

Transactions


• Prior to the start of each season, a thread will be made for transactions to be posted in. All transactions must be made in this thread.

• All transactions must be posted with photographic proof or made on the Runescape forums. Photographic proof needs to clearly show who is involved in the transaction. Photographic proof must exist for the entire season or the signing will be considered invalid.

• Each transaction also must include text of the transactions being made. For example, if the picture displays a player being signed to a contract then you must write in text what the contract actually is.

• Banned forms of transactions include Xat chatbox, Skype signings w/ only display names, Skype signings w/ only timestamps, and Text Messages along w/ other mediums without verifiable proof of the person's true identity. Signings through these mediums can be confirmed in the thread by the correct person of the transaction.

• Legal forms of transactions include RFL forums, Skype w/ proof of profile in the picture, Runescape**** official forums (not a popular choice but still an option if you so choose), Any other Jagex/Rs related mediums such as the RS community app

• The council has the ability to veto any transaction with a valid reason.

• Transactions cannot be made after a team’s scheduled game time. The only transaction that can be made is releasing a player.

• All transactions must be completed before the deadline which is set at Week 8 @ 12 PM EST (Midnight) that Sunday.

Contracts and Roster Guidelines


• A team may have seven players on their roster including owners and coaches.

• A team can have one owner and two coaches.

• Only the owner or coaches may make transactions.

• Players may ask for a release, however its not guaranteed the owner or coach will release the player.

• Players are not allowed to have release clauses in their contracts.

• If a player isn't listed on the roster and plays, the team owner will face punishment.

• Team owners must post an updated roster after each roster move

• Players must be paid in Runescape Gold only.

• A player may only play for one team in a week.

• Teams may loan players to other teams (the player must be a C grade or below. A player cannot play more than 12 games in a season).

• The player must wear the uniform of the team he has been loaned to for that game.

• Council and both teams must approve of the loaning.

• Players may only be on 1 roster at a time.

Stadiums


• A Stadium must be a Player Owned House (POH).

• The Stadium must be 2 rooms wide by 5 rooms long.

• The playing surface must be clear of all plants and objects.

• Out of Bounds is the space right along the wall.

• The end zone is the last square of the field.

* A stadium can be either open, closed, or a combination of both.

• Game must be played at the Home team’s field.

• If the home team does not have a field, then the game will be played at the away teams field.

• If the away team does not have a field, then it will be played at a referee’s field.

• You may not have any doors or fireplaces in the endzone.

• The 2 rooms closest to the end zone must have windows on at least 1 side of the field.

Playoffs


• The Playoffs will be held at the completion of the Regular Season.

• The top 2 teams in each division will qualify for the playoffs.

• The Playoffs will be held the week following the completion of the Regular Season.

• The conference championship games will be played on the following Saturday and the United Bowl will be held on Sunday.

• The #1 seed will play the #4 seed. The #2 and #3 seed will play. The winner of each will play each other in the United Bowl.

• The only transactions allowed during the playoffs will be releases.

• Any reschedule of a playoff game must be approved by the council.
