I think it would be more meaningful if the "buy in" wasn't cash, but instead an event or activity. For example, everyone who was a part of the conga line is eligible to participate in the raffle!

, but because of the cash buy in, this raffle is actually gambling, and as such against iRinescale rules

This particular rule is in place due to issues with giveaways & raffles that were held on the forums in the past; very frequently the party hosting the giveaway simply would disappear and wouldn't follow through with what they have proposed. The addition of the buy-in which you have stated also adds to this as the host could potentially take the entrance money and run (not saying at all you would do this, but the risk adds to why the rule was put in place).
With the above said, I'm afraid this sort of thing can't be advertised on the RuneScape forums. There are ways to host in-game events with prizes, which is permitted although the details of those prizes shouldn't be disclosed and the event has to be something other than just giving away wealth. If you're looking for ideas, the Events guide at the top of the forum may be able to help.
