Update, I got my refund approved. Got a message from billing support via Jagex stating my cancellation was successful and I will retain access to members' features until any remaining credit on my account elapses. I also at the same time got another message from them stating my account was frozen and I wouldn't be able to log in to the game until the unpaid balance causing my account to be frozen was cleared off my account. I can now log into the game, I hope my VIP via bonds will last because idk how long I have credits for. Idk exactly 100% what is going on but I still currently have membership so that is good.
