I'm having the same issue. I have a prepaid MasterCard that I have used to make several purchases. I went to use it on a purchase and it said the payment was rejected. I contacted the company that the prepaid card is through and they have told me that I have a card that is able to be used for online purchases and internationally. The balance on the card is also far greater than the purchase amount and it shouldn't be an issue. If I'm able to use the card elsewhere why can't i use it on the Jagex site?
It depends what you are trying to buy.
You won't be able to use the card to buy membership but it should work for one-off purchases e.g. Bonds, RuneCoins.
I was trying to buy bonds for OSRS. i even tried buying for RS3 and no matter what I tried to buy it said it was rejected. I submitted a request for help with Jagex but have yet to hear anything back
Have you bought Bonds recently?
Jagex does set purchase limits on players Bonds purchases.
Maybe you have exceeded the purchase limit for your account.

I bought some a while ago. What is the limit and when does it reset?
I can't answer that question.
The purchase limit is individualised to each account based on its previous purchase history.
Players are usually told to wait a week for the limit to relax.
The purchase limit is just a thought. If it has been longer than a week since you last bought Bonds, the only fix might be to use a different purchase method.
I'm having the same issues I've created a thread on it and this is what I said......
I'm trying to purchase 450 keys because I got that rare opitunity to get double keys but it seems to keep rejecting the transaction I've tried phoning the bank they claim to say everything is ok their end.
