I have the same problem and the solution was a refund via Google.
I can't buy the package again because the game understands that it has already been purchased, they charged me, I didn't receive the items and I had to contact jagex support to try solve it and apparently they can't do much.
So I don't know if I'll buy again, besides being unable to buy, I'm afraid of exactly the same problem happening and having difficulties resolving it again...
