I have done the steps and confirmed my bonds in game on rs3, when I click on "contact us" it takes me to a blank page that says "Need to transfer bonds? We've got your back!" then a section that asks if this was helpful... the links under that say
" I can't find the Old School Bonds I purchased
Find my Bonds
I can't find the RuneScape Bonds I purchased
Bonds
I bought the wrong Bond on the Grand Exchange"
If you click on the first option it will direct you to the page that asks you to contact support. and just keeps looping no matter what you click on.
even if you click "Contact Customer Support" it will again give you options that just take you back to that same FAQ page. if you check into it you will see what I mean.
From what I have seen I am not able to actually fill out a customer support ticket.
Unless I and everyone else that has had this issue are missing a very simple step, or it just flat out cannot be reached for this issue. Please let me know if I am missing something like everyone else so I can post it to reddit and assist others that have this same issue.
