If you have received a response to the appeal, as you have claimed above, then you are either appealing the wrong account OR you don't have a manual permanent ban. You wouldn't get a response to a manual permanent ban appeal. Double check your "Account Status" as any evidence and/or information regarding the ban will be located there.
Click on either "My Account" or "Account" at the top right corner of your computer screen. After that, click on "Account Status". You will then see the reason(s) for your ban(s) and any evidence provided by Jagex, if applicable AND if available.
Obviously, nobody would know that they are getting reported until something happens to their account. It's impossible to control the actions of others, so the answer to your other concern cannot be obtained as it's dependent on the other person.
