The demand will mostly be pures. There are many pures without the stats for defenders or pures who wish to keep their attack level. A whip/defender is not always an option as a pure.

We haven't had a whole lot of suggestions that are aimed at skillers. We are more than happy to implement further rewards that would benefit skillers but we need to know what it is that the skillers would want and how it would work with Bounty Hunter. @JagexRonan

So long as they stay tradeable, I have no objections with any of this being added. It would bring a bit more profit to PvP, which is quite often lacking, yet it wouldn't damage the profits of other areas of the game nor reduce the capabilities of people who do not PvP. :) Everybody cares about things that nobody cares about.
