Kourend has a lot of character, and a lot of it comes from the tasks in the favour system. I agree with the above posts that gutting the favour system and Architectural Alliance would throw the baby out with the bathwater, and leave the Kourend quest line as just Client of Kourend, one quest for each house, and Kingdom Divided, which I don't think lets each house shine.
If I may offer what will probably be the wildest alternative, what if instead the favour system, client of Kourend and Architectural Alliance were reworked into OSRS second special category quest like Recipe for Disaster? Have a set of tiers where a player only has to do one or two old favour tasks to unlock the activities unlocked by the current favour system, a couple more to complete the statue and begin Kingdom Divided, and doing all the possible task could, say, unlock more rail destinations as the houses trust the player and eachother more? Like, let's take Port Picarilius as an example: You're fresh of the boat and done helping Veos and want to make friends. You could repair cranes for the Dockmaster, move fish for Frankie, dig up sand worms for Tynann, or steal artefacts for Khaled (if you have the theving levels). Helping any one of them enough will unlock access to the shops and anglerfish, two will get you in contact with Pilliar for making the statue, and all four will get a minecart destination. Plus, toss in some dialogue about the region, or the work being done, and after the mini quest of helping them, you can keep doing the task for the usual exp and rewards. For some tasks, like ploughing the fields in Hosidius, the famer we're helping might have to be added in.
The main goals here would be to reduce the grind of current system; either maintaining or reducing the skill and unlock requirements for current activities; while keeping as much content available; and as an added bonus lets a couple on NPC have a bit more of a connection to the players.
