This is a very convoluted idea, but I think, at it's core, it's a good idea.
I agree that there are several skills that have an awkward beginning for everyone. You know, the ones everyone either use skill lamps for, or just dump money into to powerlevel as easily as possible.
However, I think you've gone overboard and tried to kill a few too many birds with the same stone.
I'll go over the ideas in order:
A new F2P quest and new area!
I'm sure this will be a great asset to the game and hopefully introduce the area, just as planned!
The Religious Offerings Activity (Fishing/Cooking/Prayer training)
There are already great ways of training fishing/cooking at early levels, so this must be for the prayer, correct...? If not... Well it should be.
So, since this is definitely for prayer, why is this so convoluted and reliant on other skills?
Is it even worth the time if you account for the fishing and cooking as well as the offerings? I think I'd rather train combat and get big bones and gold...
Golem Cores (Runecrafting)
I think this is the one.
Runecrafting is a MAJOR hassle for everyone to train, even members! This ties in with your theme far better, and is honestly just a cool idea! I kinda wish this was closer to how all runecrafting was done, it feels like it adds far more worth to the activity. The idea is straightforward and makes sense.
I like it.
Gathering Relics (Mining/Smithing)
Maybe not? Why not ACTUALLY do the skills and have a profitable business?
I think the barronite might be a good idea if used as an earned Rune+ item/set. A clear early path.
Vault (No Skills Trained)
... Why...?
This seems like a waste of time that no one will really use.
Everyone has better options, and most of those options allow you to train a skill in the process. Minigames are fun, but this is Runescape. We got skills to train and gold to earn.
