A lot of people would find them handy for pking having extra food or whatever.
Pkers rarely fight to the death though, so I don't see why they would spend the extra money to save inventory slots they don't really need.
Hybrid pkers and PvMers would really benefit from it. Not saying I think these should be added though.
I think the Super combat potions should be changed to make them worth while, sure you save one inventory slot or two if you actually use super defence but other than that I'm just seeing a way to use torstols.
Why not instead make the combat potions degrade slower, or you can make them degrade faster but with initial higher stats. Just some food for thought.

I agree with you, they should poll them currently as they are because it has a high chance of passing and then poll again in the future to add in your idea so that at the very least we still get the new potions.

New potions that drained stats faster or slower than existing ones would certainly be interesting. I wonder if that is even possible currently (from a game engine perspective)?

Super combat potion sounds useless, when would someone use this? 1-2 inventory slots are saved for a significant cost increase + people don't even use super def normally.
Would be extremely useful at Godwars, for example non tanks bring pure sets and now they can bring more of the super combat potions and use less inventory space. One space is still saved even if you didn't use super defense because super attack and super strength would of taken up 2 spaces and now it's 1.

Would be nice, currently it's 60 seconds and if they could raise it up to like 120 seconds per stat drop it would be nice.
Here's my constructive criticism for the BH target system:
The "point" of the wilderness is not that it's a place where you go to kill or be killed. The point is that's it is a dangerous place that you COULD be killed at any given time. Every moment is an adrenaline rush of "what if a white dot appears on my screen? Will i Run? Will I kill him? Will he kill me?"
For me anyway, part of the fun of the wilderness is the suspense factor. People have to hunt. The key part of this is searching. There are several places in the wilderness that players often flock to, so PKers often stalk these areas.
This target system makes PKing a non-skillful, run in with guns-blazing type of approach. I feel this would effectively remove all skillers and explorers from the wilderness, essentially emptying it of a large part of its usage.
*Waves hand* This is not the solution you are looking for. Move along. Move along.
edit: as an aside, and I'm all for you guys polling basically everything, but when it's for something like adding a crush option for nests, you could probably just add it. I can't see ANY reason this could be against anybody's wishes.
