Nearly a 20-year veteran here with 50m+ Slayer exp. This is a great idea for new players, as most completely ignore Slayer until they're 70+ in combat stats. And even then, most people decide to AFK in NMZ. You need to get rid of NMZ or cut the exp received there in half or something. It was supposed to be there for imbues and re-living quest boss fights.

If you do add a slayer master to Draynor Village for new players, you should give them clues as to where to find their assigned task. For example, if you got a cows task, have the slayer master tell them to check the pens in Lumbridge. Or have the world map automatically pop up and highlight where to find said monster, as new players likely have no idea where to find these monsters. Another option could be to add a chat option after receiving a task to "Open RS Wiki 'Example Slayer Task'", or something along those lines so players can get information on the monster they're assigned: where to find them, how much HP they have, weaknesses, if it's possible to safespot with range/mage, etc.

It doesn’t have to be a tutorial island for membership skills. It can be a new adventure path for membership skills to encourage players to explore/try new skills (hunter path, farming path, slayer path, etc.). And if we’re releasing new low-levelled quests, then these quests can help in terms of showing how to navigate the game better (like providing a games necklace or ring of dueling, or having players make them). There are more options than only another tutorial island I think.

I don't think the update is necessary for new players or slayer, but I like the quest idea none the less. Slayer is fine how it is, but the farm quest having a slayer heavy component wouldn't hurt.

I also don't hate the idea behind Spira. But I do not like the location choice of Draynor. Almost feels a little too close to tutorial island that way. Even just having her somewhere in an odd spot of Falador seems like it would be better.

The game is so hyperfocused on combat that every new player already knows to make a beeline towards a slayer master as soon as they get members.

We're really going to complicate the slayer helm recipe just to implement a low level slayer monster?

Crawling hands, mogres, banshees, harpie bugs, molanisks, wall beasts, killerwatts (ugh!)
None of these enemies are fun. Adding another obscure task isn't going to make the game better.

Agreed, I'd also like to point out that another point of the argument for this is that Turael is super far out of the way and a new player will never find him according to them. By this logic we should relocate Druidic Ritual too, since Kaqemeex(the introduction to Herblore) is literally 2-3 clicks away from Turael.
