Unpolled changes & ignoring polls
Not only are you adding content that has never seen a poll but you're actively adding content that has failed?!
This is complete undermines the trust you've built with the community over the last 7 years and no longer makes OSRS a community game.

Saying "There are other factors in play" is not right. I believe that updates fail when they are not right for the game. There are plenty of times minority community content, such as pvp, has passed. This isn't because you've appeased the bigger communities but because the content fits in the game.

PvP
One big problem with PvP is that many original OSRS updates created a rivalry between PvP, PvM and skilling communities. These communities don't understand each other and rarely try each others content. PvP has the biggest barrier to entry and such a steep learning curve that most players don't see it as a worthwhile investment.

I don't think this BH update fixes that. In fact the unpolled changes makes the rift between communities even bigger. These rifts need to be bridged, the learning curve needs to be flatten and then see what happens with voting for pvp content.


Other
You've limited the VLS to BH worlds but you haven't limited spell sacks to BH worlds too. These are clearly more items to give pvp predators an advantage in the wild and should be given the same treatment.

Vesta Longsword how exciting! I loved those tier weapons. Well, how about us rangers/mage tanks? If you are going to add Vesta's longsword (with a reasonable price) can you at least add morrigan's? Or bring back the handcannon for rangers!! Add more pvp content for rangers!

I've yet to understand this:

"You might have noticed that content aimed at PvMers, skillers, and questers frequently passes polls, but content aimed at the PvP community usually fails."

I think this fact, alone, shows that the majority of players either don't want or don't care about PvP. Let old things come to pass and leave them.

The Vesta's Longsword requires 50M to activate, yet if dropped by a player in PVP, this generates 50M for the killer.

This is a problem. Surely the player who kills the guy with a Vesta's Longsword should receive 40 - 45M instead so some more (though however little) gold leaves the game

I am going to be the second person to ask for more specifics about the "Bounty Skull". Are all items lost upon death automatically? Does this then transfer to regular skull if one world hops?
I mean there is many questions let's just list all functions that come with this new mechanic.

I am currently 8-0 killing targets with ZERO emblems, not to mention I carried 50k gp, not 20k gp, thinking 50k was the minimum. How does this reward skilled longtime players? I am over here drinking sara pots, pray pots and restore pots left and right through smite fights, to get 20k gp?

I mean that is horrible, not to mention, the only way to even get BH points is to get an emblem that is luck. So whats to say I kill 8 skilled players over 500 bh kills each, but someone kills me with no experience at all, and gets an emblem? What is the odds currently of even getting an emblem because statistically right now it is less than less than 1/8 (12%) chance which is absolutely horrendous..

That needs to be fixed.. has to. Or there was no point of even having BH come back. Because at least people who were unskulled fighting, had more risk than 90% of these spec tabbers who skull up with 31 pray and risk chaps.. wtf is that. Skulling takes away so many weapons for so many builds, and I ALWAYS SKULL BTW. But still, sometimes fighting someone who is unskulled and 4 items, rewards heavily on other ends of things.

I am just saying if there is less than a 10% chance of getting an emblem wtf are we doing with BH. I know we are taking bots out of this game, and the EASIEST WAY TO DO THAT IS TRACK CLICKS PER SECOND OVER 10 MINUTES. Bots will have similar clicks per second over and over again, just like they kill same builds over and over again.

Game needs to have rewards for skilled players out here going 8-0, 10-0 like that. I mean my lord. Not one emblem I have been on for over an hour grinding, imagine if I have an emblem and other player has 20k.. not to mention my emblem does not even automatically upgrade if I kill someone so wtf is the point of holding it for someone risking 20k?

I agree with Spliffyyy on the automatic skull and limiting different builds. I non skull because i'm only 16 prayer but always risk more than most people I am fighting. Was looking forward to the BH update so I can get out of pvp worlds and not get rushed by people that are 15 combat levels higher. Logged in and now can't even use my build in BH worlds or I would be risking waaay to much for 20k coins and some black chaps. Haven't even had a chance to pk in BH worlds yet so can't speak to the other mechanics but was very disappointed to see you are automatically skulled. Back in the day there was normal BH worlds/BH HighRisk worlds just like in PVP. Now it's not really optional.
