i like the idea of simple f2p clue scrolls, gives f2p a taste, maybe rename it from beginner clues to very easy clues or baby clues
i like the reroll idea but maybe you could also add an option to pay a npc a very high coin cost to reroll the clue, like beginner clue scrolls cost 2 million, easy, 6 mill, medium 14 mill etc

Really not a fan of the re-roll ability with clue scrolls.
I believe it takes away from any incentive to train up your skills should you be given a difficult Sherlock clue, and especially caters to ironmen accounts who don't have specific items. It's the luck of the draw, and making that significantly easier is not something I am personally a fan of.
The stackable caskets/clues I am torn on, because while I personally would like it, I think there has to be some sort of trade-off (i.e not camping a boss continually after getting a clue for the knowledge of not being able to get another one until that is completed).
If this were to be brought into the game, I would like to see it limited to 3 at the most of each type. If caskets are to be unlimited, by all means go for it as it affects nothing but the reward aspect, as you have really already taken the time to do the clue.
I don't think offering a recolour for the DHCB is ideal, but the other ones seem fine. DHCB has already been recoloured twice(?) now to get it where it is now, and it seems fitting where it is. It doesn't really hurt anything, but I am just not a fan.
I feel like the idea for the mimic boss came from the fact that the Armadyl and Bandos guardians are pretty underwhelming compared to that of even the Saradomin mage from hard clues. I would be in favour of making those attack with multiple styles before I would be in favour of adding this. Armadyl could attack with range and mage, similar to its GWD counterparts, and Bandos could attack with range/melee, similar to its GWD counterparts.
I like how the scrolls were changed when found via fishing bottles and clue nests, and think the same could be applied easily to the regular clues dropped from monsters.
I have some suggestions for a few rewards for existing tiers of clue scrolls.

I think these would make sense to be stored together with Heraldic Platebodies in your POH treasure chest

to complete the dragon mask set

Dragon armour spiky kits
these would add additional spikes to dragon armour when attached

Animal staves (Dragon, Cat, Penguin, etc)
to match some of the existing animal masks

I'm not fan of rerolling either. It completely removes the challenge and incentive of levelling up your levels in order to make an achievement.
For the stack-able amount of clues, how would it will work?
When you get a clue that you don't have the requirement for and you drop it, the next clue you withdraw from the bank will have a new step? what if I do the drop/pick trick? What will happen then? Perhaps changing the option of drop to "destroy", or making it that when you drop the clue it vanishes could be a solution.
New Clue Tier
Not especially pro/against it, I just really hope the way these are obtained do not take away from how other clues are obtained e.g. easy clues from goblins. Would be great to specify on this for the sake of the voters.
Re-Rolling Clue Steps
An unnecessary step towards ezscape -- the whole point of requirements is you have to get them, and this takes away from the difficulty of completing clues. Plus the idea just seems something very odd to have in the game.
Stackable Clue Scrolls and Reward Caskets
I shoudn't be for this because it really does take away from all these players who stopped mid-task to finish a hard clue (including myself), but I just love clues too much to say no to this. Could you also specify if they would stack in the inventory, or just the bank? I would especially love if they stack in the inventory for organization.
Expansions to Existing Tiers
Big no to this. We already have plenty of cosmetics, we don't need this to turn into one of those typical overly graphical games -- hugely takes away from the meaning of oldschool.
Treasure Trails Mimic Boss
Also seems unfitting for OSRS and would change the clue solving experience too much. I hope it doesn't pass but if it does I hope it's nothing too ridiculous.
Clue Scroll Graphic Changes
I really like this especially something very minor such as one/two vertical lines through the image of the clue scroll with varying colors the same as the clue bottles/geodes/nests.

I personally love the idea of stackable clues, It would give me the opportunity to do my clues when I want to rather than having to bank my gear and inventory in order to do so. I know if this were to happen I would do many more clues than I do now. I also agree with others about the ability to reroll a step of a clue making it too easy by removing an incentive to train a particular skill.
Making clue scrolls stackable would likely increase the overall amount of completed treasure trails drastically and over time making the rewards less rewarding. All too often I see players drop "treasure" on the ground particularly the Sara, Bandos, and Guthix pages. I feel like god pages/books could be given an additional use or ability such as using additional pages on a god book to add "charges" or rejuvenate prayer points essentially making the pages a prayer version of purple sweets.
Clue scrolls and caskets should stack up to 100 each however droprates of clue scrolls should be nerfed alot. I don't mind rerolling clue steps as long as there's a limit and it's a purchasable outfit that takes a long time to get.
