I like that the permanent braziers are construction-based, now. I was actually going to suggest that.
However, I think that all of the braziers should be construction-based, too. Maybe they require 35 construction (the reqs of the quest) and a certain fire making level to know how to build them for their uses. That, to be honest, makes the most sense to me.
I like that you're addressing inventory space with the use of the fires, too. But I was also going to suggest that we should be able to build a storage next to the fires where we can just store treated logs, and automatically add those treated logs by clicking on the storage. The storage abilities can also scale with construction level, so level 35 (to build the brazier+lowest tier storage unit) lets you store 50 treated logs, while having level 90 lets you store 1000 treated logs. Just an idea.
The more I think about it, the more I keep thinking that these braziers may not be necessary for improving fire making. Yes, they have useful affects, but I'm not convinced that this is what we need to improve fire making right now (though I do think they are very well balanced, other than maybe the permanent fires being a little too useful because they are permanent.)
If we're going to introduce a new icy city, why don't we introduce things that make more sense with the icy city, like a frost chinchompa? The frost chinchompa can be level 82 hunter to catch, but it has a chance of freezing whatever it is being thrown at (like how burst/barrage freeze multiple targets). It can have similar strength to that of the red chinchompa (so black are still best at things like arma).
The area to catch frost chinchompas can have chill affects, so we have to build braziers to help avoid those affects (or use lots of super restores). One brazier restores run/special attack, another restores stats, and the last gives a chance of catching multiple in 1 box.
