People in OSRS are levelling up, they are in the need of more higher-tier stuff to keep interest in the game. That does not automatically mean OSRS is heading towards RS3. I don't see any resemblance. It's just a natural evolution of the game since average levels are getting higher and higher. Think about the Inferno and its reward, the ultimate top-level challenge. Is that something you think has brought OSRS closer to RS3? I don't think so...

I agree with the 70 defence requirement for the Avernic Defender, but the attack requirement should be 60 since it's still a dragon defender in a way. Otherwise many people who worked their butts off to create a 60 attack piety account wouldn't be able to access this content. And trust me, 60 attack piety accounts are by far the most complex and hardest accounts to create.

I feel like it needs either more accuracy or more strength. It misses or hits 0s A LOT
Even if it has a chance to hit a target 3 times, if it misses the first hit ...well..3x0=0
