A NPC that sells ALL quest items.

For Those real hard to find random items you need to complete quests.

Well lets put them all in a NPC in Varrok so people can just buy there instead of searching for them.

This would appease those players who miss the Grand Exchange for its helpfulness in questing.

I believe a perfect idea for new content would be a new weapon exclusively available to those whom have access to the veteran cape on RS3. If you have access to the veteran cape on RS3 then you will be able to access an 07 version of the cape. As-well as a new weapon. This weapon would be called the "Veterans longsword" The weapon is unavailable to be used in any sort of PvP. It is exclusively a PvM weapon as it's attack speed would be the highest in the game. It would be have an attack speed of 2 intervals.

I took these from rswiki so I don't know if they're accurate with osrs.

Whip has a 2.4 second interval
Rune longsword has a 3 second interval
Dragon scim has a 2.4 second interval
Godswords have 3.6 seconds intervals

I think this would benefit those oldschool players who truly are enjoying osrs and would like that extra bit appreciation for sticking it out with the game for so long.

The veterans longsword would be similar to the chaotic rapier maybe.
A stab weapon with that is up to par with the current weapons in the game, but just so much more effective in PvM.
The longsword will work in all minigames/future minigames. But if you hop the ditch it'll disappear, or if you die with the longsword and lose it, it'll disappear as well. You will be able to obtain another free of charge (cape and longsword) from hans in lumby.

custom armor and weapon creator
this system will allow players, depending on their crafting, smithing, fletching and possibly construction levels, to create weapons and armor with certain qualities.
how it works
this new feature will integrate into the existing skill system and is available to all players.
similar to ceremonial sword crafting in RS3, it will take patience and skill levels to make better equipment.
the player gets to chose which piece of equipment they want to design based off of a number of presets for each part.
depending on what is added to the item, then that's how it functions.
designing items
each item has different parts that can be switched. (example: platebody: chestplate, shoulders, collar, trim, etc.)
there will be an interface with each unlocked option listed for each specific player.
each part has a set amount of raw materials and different stats, so then different designs may be made to incorporate the combat triangle.
spells and enchantments can be attached to items through enchanted gems, orbs, gold, and silver.
creating items
items require materials just like they currently do. (dragonhide for range, metal for melee, and cloth for magic)
each part is crafted separately using the skill that is required for it, the pieces are then used on each other to fully assemble your new item (similar to crafting quest items: rod of Ivandis)
upon completing the armor it becomes untradable, but the parts are tradable.
items are able to have better attachments and pieces as skill level increases.
example and summary
Player wants to make a platebody:
rune shoulder guards; 85 smithing
green dragon hide torso; 67 crafting
cloth sleeves; 1 magic
steel spiked elbows (nails); 30 smithing
silver trim with diamond inlays --> silver=weight reduction, diamond= +5 for def stats; 50 crafting

This system will work well for allowing players to have more armor and weapon options or let them upgrade that BCP with 07 stats

This might be a day too late, I haven't had a chance to put any true thought into this as I have just seen this, the suggestion might be to large and time demanding, and a skill suggestion might be out of the question...

But with all that aside and working against me here suggestion: Sailing the Skill, Designed by the Players

The reason I don't have a working suggestion for this is because I think it should be more or less designed by the players. If it were to pass the content poll then every play can input on:

- Training Methods
-- Required Items
-- Training Location
-- Npc Related Costs
-- Attention Level
-- Exp/Hr rates/Exp per actions

- Rewards
-- Items
-- New Locations/'Resource' Islands

^ This could be altered to fit into OSRS, it is a suggestion for a New Gem/Ore/Jewlery, if my other idea is to crazy then please consider looking at it :)
EDIT: OSRS modifications are being added to my Jewlery Thread on Post 10... Be warned they are rather crude since I didn't know how much time I had

Barbarian assault

New minigame features:

-Waves 11-20 that can be accessed downstairs by anybody with at least 2 level5 roles.
-Reasonable amount of rangers and fighters that can only be damaged with eggs will spawn every wave after 10 making collector role more essential.
-Maxium party size will be increased to 10 players for these new waves, the more players join, the harder the wave will be (1 of each role is still required to start the wave).
-Fighters and Rangers will spawn faster so defender may have to block the tunnels to protect their team. Blocked tunnel will not open before any player opens it.
-Wave 20 will have 2 or 3 stronger queens and stronger spawns. In wave 20 eggs must be prepared in unique order to every try: wrong action will destroy the egg.
New reward suggestions:
(requires Wave20 completion to buy).
-Fighter torso upgrade strength +1, no negatives.
-Hat upgrades +2 str(fighter), +1magic(healer), +2 ranged(ranger hat), +5 all defences(runner hat), All the negative bonuses are removed.
-Skirt upgrade ranged +1, +5 magic defence.
-Gloves upgrade -5kg weight when worn.
-Boots upgrade -5kg weight when worn.
New role upgrades

-Attacker: +1 damage per hit per level.
-Collector: More eggs can be loaded and held in pouch at a time, Better conversion rates.
-Defender: More runners can eat a food simultaneously.
-Healer: More hitpoints are healed at a time, antipoison will have longer effects. Poisoning healers can happen from longer distance.
Bug/Glitch fixes:

-Not closing the wave end interface may cause loss of points.
-Combat disrupts cannon users.

I'm not sure if this suggestion is valid since it does not incorporate combat, or new bosses. However, this would be an interesting update for players who enjoy the old school skills, the old school training methods. This would help keep a balance in between skillers and players that are more combat oriented in old school.
In fact, it would almost be similar to a combination of the Nightmare Zone and slayer assignments but remastered to a skilling version. A certain number of new npc's, new or existing, would give "skilling tasks". To give an example of the concept, a player would talk to the given npc(s) and receive a task along the lines of "Craft 200 nature runes" or "Cut 400 teak logs". The player that would participate, would receive a task based on his level or based on the npc. To talk to a higher level npc if this is the case, at least 5 skills must have the required level of that npc. According to that criteria, after completing the task a player would be rewarded more or less points depending on difficulty. These points could be traded in for exp lamps or some material rewards such as -- and this remains a suggestion-- the dragon pickaxe. Furthermore, there could be rewards such as the ability to craft dragonhide cowls. To skip a task, a player would have to pay a sum of coins according to the difficulty yet again. This would compensate for new items coming in to the game and also creating a money sink of some sorts.
