I believe the farming skillcape perk most definitely needs a buff and here is why:
Right now I do farm runs with 6 of the 7 patches. My runs can range anywhere between 30-50 herbs (IF none of them die). For being 90+ farming or even 99 farming I believe this disparity is too great between farm runs.
Compare this to the cooking skillcape, for example, where the cape prevents food from being burned. Compare this to thieving where the higher your level is the less chance you have at failing. The thieving skillcape also provides 10% better chance of succeeding when pickpocketing. Compare this to agility where the higher your levels the less chance you have at failing. As my farming level increases shouldn't I "become a better farmer" and thus have less chance of crops dying? This is currently not the nature of farming which is why the perk needs a buff.
(Assuming both players use magic secateurs) A player who is 98 farming will receive the EXACT same ranarr yield as someone who is level 32 farming. In my opinion, the extra 5% yield on the farming skillcape is almost insignificant, especially for how often patches seem to die even with supercompost.
Lastly, for how long the skill takes to level I believe the skillcape could use a slight buff. My suggestions include:
1) Increase the current 5% bonus to 10% or 15% bonus. This extra 10% or 15% would also stack on the magic secateurs 15% bonus.
2) Keep the 5% bonus and make it so all our patches are automatically fertilized with supercompost
3) Keep the 5% and allow us to persuade martin the master gardner to protect an extra herb patch (or even for a one time fee)
4) Similar to the Ardougne cape, add free teleports to one of the herb patches (Trollheim, Ardougne, Harmony Island)
These are only some of my suggestions. Farming provides a lot of options for improvement on the skillcape perk
My main point is that 5% is too small and should either be increased or have an added additional bonus
