Many of you are posting without reading previous comments or the developer's blog, so I'll lay it out for you as has the smarter player, Enter Walrus, has already stated:
The GE is an automated machine that has an input and an output slot for your items/money.
The Trading Post will be like a notice board, where players will enter the item which they are selling and provide their IGN (contact information) for othe rplaeyrs to be able to meet with him/her in order to purchase goods.
The fact that many of you are whining about how this will ruin 07 don't seem understand economics and business very well. Now, how many of you are in college? I'dlove to know, because then we can take this matter to a higher level on how it will positively or negatively affect the Runescape economy.
From previous years, the GE itself WAS NOT the cause of the economic collapse, because if I remember correctly, back in 2010, everything about the GE ad the market was flourishing. It didn't begin to decline until the EoC and the bot nuke, which not only drastically decreased item numbers but got rid of a massive percentage of the player base.
The problem wasn't the GE, it was the players' reliance on the current system that had been set up, and it could only function WITH bots AND gambling. It's what we had adapted to.
This trading post will be a new adaption to the game, but will not drastically change anything other than time consumption. @Walrus, keep tellin' em, man. They need to hear what the don't want to hear.
I can guarantee that if, and I do say if, this system is implemented there will be no change to the economy as drastically as many of you have foretold. Don't believe me? Go vote yes and we'll see who's right in the upcoming weeks.
