Nice to see a change to raids, will edit post once I've looked at it in some more detail.
I like a lot of the rewards, really impressed with some of the original ideas you've come out with.
Some suggestions...
Elder Armour
Honestly, I'd like to see the strength bonus of each respective part upped by 1, if you feel this is too much then leave the helm the same as Serpentine I guess. I like the accuracy boost but for armour that's going to be really expensive I don't think an extra +2 strength bonus overall will make a huge difference.
Bulwark
I like the idea but you're in a tough situation where it can't be buffed too much due to the economic value of the Elysian Spirit Shield and Corporal Beast overall; I completely agree. This is a tank shield that's only real use is boosting for ironmen; which I find difficult to support.
In any standard, general PvM situation the lack of DPS overrides the value provided by a defensive 2H shield and the offensive bonuses of it, combined with the attack speed make it pretty undesirable from it's other stance as well.
I really like stuff like the dragon hunter crossbow and I'm glad you addressed range in such a way because blowpipe was becoming the be-all and end-all of range weaponry - I'd like it if this could also work on Wyverns? This would help it retain a lot of value. The twisted bow also falls into this category as well, kudos
The buckler and robes also look pretty cool, some people may express concern over the robes at places like Zulrah but the amount of people using these robes in comparison to the amount of people actively killing Zulrah is going to be far and few between.
The buckler also has a high amount of mage def but I'm glad Spectral is higher, accompanied by it's use at Cerberus the value will remain intact, thanks for considering raid rewards in this way and not throwing more content in like Dragon Sword's.
I think these rewards are much more fitting than before.
