Why are so many people against item progression and wanting to keep the current gear BIS?
If anything there just needs to be a higher level requirement for some of these items, that way PvP is still viable at all levels (if that is the primary concern), this keeps the gear out of lower level PvP where the "imbalances" have most of the effect. Max main vs Max main the maul would be a fun alternative and wouldnt be significant impact to PvP.
Godwars is already so easy, it makes no sense keeping ALL the gear BiS (I agree gear like bandos and armadyl should stay BiS, for the time being until GWD gets an expansion, on that note keeping ahrims basically BiS is stale progression, with kodai's stats why even put a high defence level on it?).
Keep maul as it is, maybe slight increase attack requirement like 78/80/81
Prayers are mostly useless as well, only augury and rigour are any good. Stat drain or anything to scale your damage to a monster (nothing as extreme as turmoil, and these prayers should not scale in PvP) would be a much more fun end game PvM approach. Keep life steal on gear like proposed on the zenyte item and consumable - an idea for a raid reward.
Wand should have a bit of melee stat reduction as Staff of the dead has a nice nieche as a melee / magic weapon.
An opinion of someone at level 126 who is starting to find end game content bland - I'm tired of seeing great, original ideas pushed aside due to a majority of lower level and other players voting out ideas because they aren't at the stage of the game yet to participate. I imagine there are also people who vote no for things because they will never be able to afford them (i.e. spirit shields, reworked divine etc.) which is sad especially when we get to 70+% on these polls.
