I'd love to see a DWH in game, but this one seems way too op... with 3 specs that can take a maxed main down to 10 defence (unless the reduction is based on current level, not base level), and you can almost use 3 specs with a full bar. Plus the base stats on it are super high... I think too strong for a tier 6 weapon. Again, I'd love to see it in game, but right now I will vote no on it because it is too powerful imo.
Also, when it comes to fire capes, I think instead of putting a new fire cape (melee), it should only be for the range and mage capes. It seems like with the 2nd fire cape it is also a tier above the others.
Last but not least, the barrows teleport in the new spellbook should have a higher magic level to do, because that would make trips super fast, and the more people that can do very fast trips will make the barrows economy tank... Not sure what level to make it, but consider that or changing it to a nearby part of swamp? Idk tbh, but be careful.
