It's refreshing to finally see an update that isn't pvp related or just a twitch advertisement.
With regards to Veti'ion I don't see the solution as buffing it. I see the solution as NERFING Zulrah. Vet'ion has unique drops as well as resource drops so it's fine.
You've shot yourselves in the foot by making Zulrah so overpowered - makes other content hard to make relevant. Buffing everything else is not the answer. Q3 infact buffs Zul*ah even more. What are you thinking? This is just going to make this problem even worse unless you nerf Zulrah's resource drops. This Zulrah scales conversion could be a good update (and I see the reasoning behind it) if it was accompanied with a nerf to parts of its drop table, but no, we're waiting for data *cough* ******** *cough*.

I assume this would remove the +4 bonus it would have from just normal skill cape stats? Or would it be a best of both combination?

No, but I would vote yes if this was as a Karamja achievement diary reward, perhaps hard. The point of the jungle is it's meant to be tough.
