Our login systems have restrictions on hopping too fast; this was installed when the system started getting overloaded by all the login requests people were making. So 3rd party clients can't hop as fast as they might wish.
The in-game one also has restrictions on use, but not such tight restrictions as the login system uses.
So the ingame one is faster than the 3rd party hoppers? That's nice
