Following that logic, swapping cc's should be against the rules.
Hopefully that can happen now.

Hmm yeah, I guess that should discourage people.
If bonds are linked across both games then the economies become linked. That could have disastrous affects on both games.
If you only allow the bonds to exist on your account in both games, no money would leave one game and enter the other. Say if you were to buy a bond on OSRS, the money you paid for the bond stays on OSRS, now belonging to another player. Afterwards, you sell that bond on RS3, receiving the money from another player.

That may be one option, however I would worry that as soon as there is an official way of transferring currency (whether that currency is gold or bonds) we will see the same issues arise.
