These are all great poll questions; I'm probably going to vote yes on almost all of them. However I'm not sure about Splitbark armor, 10% kills in CW, flag captures, and Rigour.
1) Removing the defense req on Splitbark armor will hurt initiate (20 def) pures, who've leveled their defense partly to upgrade from Ghostly to Mystic robes.
2) 10% kills translating to CW tickets is a little too much. It should be 5% IMO because CW is
not
a free-for-all PK fest. You should play the minigame properly and skillfully if you want the tickets, not barrage masses of noobs all day for easy kills.
3) Total no support for extra tickets per flag capture. Defending your flag is just as important as capturing the opponent's flag (i.e. scoring), yet your suggestion will only reward the scorers and not the defenders.
4) Rigour (Augury is fine) can really unbalance range tanks. Rigour would be fine at much higher combat levels (110+), but at lower levels range is a powerful skill capable of taking on meleers. Before you poll Rigour I hope you remember what a specialized range tank is capable of becoming:
Ranged: 99
Defense: 99
Hitpoints: 99
*CB level - 106
versus a meleer of roughly the same level (105):
Attack: 70
Strength: 99
Defense: 70
Hitpoints: 99
