Yes, it stops you being poisoned by the snakes or the "something moving inside the urn". But you still take the one-off damage hit when you get bitten.
The rule is as follows:
- If you already have the poison timer running on you, it keeps running. Equipping the helm won't cure you.
- If you take a one-off hit that uses the "poison" or "venom" hitsplats, you still take that hit.
- However, the helm prevents the poison timer from
starting
if you get attacked by a poisonous creature.
Yes, all Zulrah's new items are tradeable when dropped, and in their uncharged states. They stop being tradeable when they're charged with scales and/or loaded with darts, but a PKer can still loot them if the situation arises.
You will NEED to use at least two of the three forms of combat in order to take on the boss. It is going to be challenging regardless of your stats or boss killing experience.

In the last priority survey, we offered to do a big batch of Construction updates. It didn't get much support, so we're not doing that, but we can still introduce some Construction work as quality-of-life tweaks. Like having the Build Mode button work outside houses.
Setting up a POH style with dark stone shouldn't be hard. All we had for my
Love Story
quest reward was the light stone model painted grey. (GFX budget limitations of 2009.)
Cool update, the blowpipe will be really strong.
I might get my main member again to try out this boss awesome!
Intresting death mechanics, should something like this be implemented in the bh world for untradeables? with some fee to get it back from an npc. (moneysink+more diversion pking)

Yet people all use 100% range...
A bug or a type mistake?
We'd found that hybriding could be quite effective. Still, if people can kill it with just ranged attacks, and there's enough demand to prevent this, we could certainly buff the boss to stop it being killed without magical assistance.
