What about all the people who have already worked to get their quest capes or their 99's? It devalues the effort they put into obtaining their personal goals. And here is some food for thought. If they did it without a G.E., why can't you?
Personally, I hope that laziness doesn't take over this RS like is did RS3. If you want it earn it.

I don't understand at all why people DON'T want a grand exchange. It increases efficiency and won't be how it was when it first came out. When it first came out the trade limit was in place so it had set prices by the game, not by the players. If they released it NOW, it would be player prices so it wouldn't hurt the community at all.
I am greatly looking forwards to the achievement diaries and the resizable mode. I suppose I am rather neutral on the GE, however it would make gathering obscure items more convenient.
I do not like the sound of community tokens or cosmetic items that will most likely not fit the OSRS aesthetic.
Zeah looks interesting. Sorting out the deal with F2P would be great. I would think advertising will bring much more attention to the game from former players, and potentially new players especially when combined with an effective F2P model.

That was already done due to skillcapes/game isn't new to majority of people.
