As for general content being released into the game, the game devs and TH team are two seperate dev teams. They could relocate that manpower to make more content for the game but would that still make jagex enough revenue from membership concidering bond paid membership?
With the right price, you can sell a lot more things to people, and removing TH would bring the monetization of this game down to a level where you'd once again get a more complete and immersive experience with membership alone, rather than also having to buy TH keys. RS3 right now is one of those games that has overall a good base of a game, but one which is clearly overpriced (which is why there has been a steady decline in playerbase since 2015).
Not sure what you got against membership received from bonds; it's pretty much like a more expensive membership option, because a month of membership bought via bonds costs more real money than a month of membership bought regularly, but the difference is that with bonds, you can pay with gp so that somebody else pays the real money price instead (and gets some gp in return for doing so). In fact, not having bonds would probably lead to a decrease in revenue gained for membership sales, because it'd mean that the players buying bonds with gp potentially wouldn't be able to pay for membership anymore in any way, even though the membership they bought was classified as MTX revenue in the financial documents (because the real money was paid for a bond, not for what the bond was redeemed for).
