After you 'claim' them, you need to click on the 'View Instructions' button on the RuneScape offer, just to the left of the 'Claim' one.

That should bring up a new window, with two options. The first should state something along the lines of "link your Twitch and RuneScape accounts here". Click that, which will take you through to the RuneScape website where you can claim your loot for your account.
