Yes it was changed for a game integrity reason. I don't see the problem with them balancing the game.

Personally, I could care less about the xp rewards. I had over 15k in oddments and the update doubled that amount. I was stoked to use my oddments to buy cosmetics until I realized it was the Furies set I already owned. (RIP time waiting for oddments store refresh).
Joking aside, it seems to me that the oddments exchange rate is only beneficial if you're after cosmetics like me. The prices per piece are quite low relative to the consumables on offer. For you xp buyers it doesn't seem a good deal at all. They also went back to the old oddments price for TH keys, which seems to me either a step back or Jagex deciding it would be better for them if players purchased those keys with real money.
I really hope the British parliament decides to crack down hard on Jagex for predatory business practices. It'll be hilarious when their TH profits go to paying their legal fees!
