The question really comes down to a choice:
Either
A) the news post is incorrect, and the title and cosmetic
are not
actually available,
or
B) the probabilities graphic in game is incorrect, and the title and cosmetic
are
available.
OP is assuming option a), but we really won't know until/unless someone wins one.

As this is discussing a Treasure Hunter promotion, it has been moved to the Treasure Hunter Forum.
My best guess would be that the probabilities shown are for the average/normal/standard Treasure Hunter promotions, which do not include any cosmetics, and that the probabilities shown are not changed with each new promotion to include any special offerings, such as cosmetics. It does not mean that the cosmetics are not available as advertised, just that the probabilities are not updated to show them.

Page 1, Post 3 tells the thoughts of most players on virtual worlds/video games updates the past 2 decades already. Almost all of us should expect not always to have 100% of what a developer previewed not to change at all.
I have to add to that post that our purchases on all Jagex products, mind them TH keys, Runecoins, Bonds or subscription time, are not for a specific event. All such products are described in the official T&S and Rules of Runescape/Oldschool Runescape, as general purpose. There is also absolutely ZERO reference of TH keys sales whatsoever on the news post, unless OP can point us to a different "news post" he saw which inspired him to buy TH keys specifically for this Rainbow Trial event.
Well i for 1 is shocked beyond belief at the thought of Jagex being anything other than completely truthful and honest about anything.
Surely this must be a first, forgive me if i'm wrong and feel free to enlighten us about any other lies, fibs or untruths you may be aware of throughout the years which may have passed us by...........

It most definitely the first time. Like in numerous businesses Jagex could and had made changes to their announcements. For instance, under the official Jagex's OSRS Boss Bash Raffle T&S, as required by the UK Gambling Act:
"6.2 Jagex must either publish or make available information that indicates that a valid award took
place. To comply with this obligation Jagex will publish the username and county of major prize
winners on 8th June 2022 on oldschool.runescape.com. ("Announcement Date"

Jagex failed to honor their official T&S and didn't announce any winners more than a week past the date mandated, even though it is regulated under the UK Gambling Act. This resulted in inquiries like this:
"Any updates on what happened to the Boss Bash raffle? A draw date or announcement date been released anywhere? Can't find anything on recent updates since it ended."
Eventually OSRS announced the winners about 2 weeks past the date on Twitter they indicated they MUST announce the winners on oldschool.runescpae.com. We still haven't seen anything on oldschool.runescape.com.
Did Jagex "lie"? It is your call. Did they break any government regulations? Perhaps, but did anybody sue them or could they try? Probably not.
you can sue for any reason you desire, but you will not be successful, so to answer your question they almost certainly will face no legal challenges unless you decide to do something
