Looks good to me. My observation of the previous system is that it was overly complicated and difficult to work within, even for Jagex.
Since it's been highlighted a couple times, the pro-Jagex thing strikes me as fair. It does not make sense for Jagex to spend money supporting sites that will not support them in turn.
The previous "tier" system had some flaws and needed to be revamped. I'm glad to see it's being replaced with what looks like a more streamlined and clear system.
There are only really two things that stand out to me, with one probably being a non-issue.
The first being this:
"Pro-Jagex with the fansite staff being ambassadors for the game"
I assume this simply refers to the fact that a fansite can't solely be negative about the game. I myself at times have been critical about RuneScape thought the years I've been playing and part of this community, and I hope to be able to freely keep that ability, trusting it's done in a constructive way of course. I don't like the idea that we have to keep a positive face about everything RuneScape since I think there's a lot of opportunity to improve if we can be critical at times when it's called for. But I trust this is not what this is referring to and you guys are mostly looking to cancel out the "negative-nancies" who just like to cause problems. So let's move on.
The second issue is relating to ads and revenue sources for these fansites. In the past you guys have been rather cold to ad platforms like AdSense who often serve up gaming-related ads and have denied support to these fansites for the use of them, when often they are the monetary support mechanism for these sites. I hope that "requirement" is removed because it did cause some issues with smaller websites who relied on that source of income to operate and often didn't have a choice in the matter.
