Okay, I'm trying to put together how the Skulls Slave Trade would work, and here is what I have so far:

1. Khnum's Skulls in Draynor would abduct people around, and then blame these abductions on the Local Vampire, Count Draynor.

2. These people would be ushered away in the night from Draynor's little dock. This is so the Skulls do not run afoul of the Port Sarim Dock Authority, or the Customs and Excise Office.

3. Abductees are smuggled to Menaphos, and switch while so that the Misthalinian operation can get back to Misthalin, and the Wushanko Ships can get to the Arc. Amascut seems cool with this, as she actually worked with the Skulls to kidnap Ali Mirza.

4. Slaves arrive in Waiko, where they switch ships again, this time for more provisions as they make their way to the Skull region and beyond. Seeing as the Skulls gang worked with Amascut, they seem like the bunch to be working with Quin so their slaving goes off without a hitch. After all, Quin's extravagant palace and other things would cost a fair amount of cash.

5. Skulls gang profit off of selling slaves in the Skull region. Many grow rich and fat as they stroke their Persian cats and drink their exotic brandies as they twirl their comedic moustaches. Slaves spend the rest of their days doing back breaking and demeaning work in a mine or on a new palace or something, wondering where they are and why this has happened.

However, it seems we have caused some problems:

1) We killed Count Draynor. There is now no smokescreen for kidnappings.

2) We eliminated Khnum. Misthalinian Leadership of the Skulls is in some amount of disarray.

3) We had Quin killed. Now the sea monsters are on nobody's control, and though things are safer for everyone, the Skulls can now be attacked by those monsters.

4) Menaphos is being threatened by outside forces, and is isolated from even Sophanem. Most of these forces are anti-slaving.

5) Jed is incompetent.

Well we cleared the way in the 5th age for travel to recommence, I think. So The SKulls on both sides have had 4 years to discover that the monsters are gone and the way is once more open.

The monsters in the sae could have separated the 2 groups a while back, but not so long ago that they would have forgotten about their origins.
The sea monsters are still there in the 6th Age, there are multiple mentions of them still being around from Aagi.
Aagi is the colony of wisps that make up Guthix's memories of his daughter.. since Guthix has to be dead for Aagi to exist..........

It's literally said that the Wushanko Skulls are the same as the Draynor ones in the Assassin's story. As in, the place that introduced them in the first place.

She actually says that the Skulls originate from Wushanko... So did Khnum found them in the east before returning to Draynor with a small branch?

We don't know exactly what Khnum was up to after he got fired in Al-Kharid. Maybe he was a sailor on a ship that got boarded by the Skulls, and decided to join up. He looks like he could've been a Sailor type.

Also, I was wrong - the Assassin says that the Skulls come from "around here" when she's in our port.. so looks like they do come from the west. I guess they named themselves the Skulls once they started being active in Wushanko some time prior to Stolen Hearts. You never were our brightest star, Khazard. 'Vermin slaughtered like lambs'? What does that even mean?

Keep in mind that Khnum was fired from the Al Kharid guard a long time ago.
It's possible that the timing was perfect for him to have started the gang, take advantage of the pre-Quin era, and get his gang to also establish a foothold there before Quin started her whole rise to power.

Maybe The Arc Skulls were mostly cutoff from Khnum and the western gang over most of that time, except for the occasional ship sneaking thru. They managed to take care of themselves, but out of tradition, they kept The Skulls name. but managed to thrive in the East on their own.

Once regular contact could be re-established, they simply resumed the overall gang operation with both regions pooling resources. (The local Arc Skulls know the area and have the contacts for the slave trade, the western Skulls have the network to get manpower/mercenaries to do more slave raids.)

@Sepulchre
The gang isn't necessarily just Kharidian/desert.
In Ozan's quest, they were clearly mercenaries and aligned with Amascut's desert crew.

It's not uncommon for gangs/organizations to hire anyone who's talented.
While some, yes, tend to favor a certain gender, racial profile, or religious/political philosophy, others simply look for anyone who has talent muscle/hurting people, thieving, smuggling, or logistics.
If you survive long enough, and prove to be more talented, then you can move up the gang's hierarchy.

@Sepulchre: I wouldn't be so quick to dismiss.

These standard voyages have been in Ports since its release, which wasn't long after the Ozan quests came out.

A Cracked Skull
Free a group of imprisoned merchants and traders who are being held captive by a rogue band of thugs called the Skulls.

A Cracked Skull
Raid a small assault ship belonging to a group of thugs called the Skulls.

A Cracked Skull
Raid a small fort on one of the Islands that Once were Turtles, belonging to a group of thugs called the Skulls.

Clearly it's not made up on the spot, even if we can't make complete sense of it all (though Captain Lime has made some logical suggestions for how things fit).

Mod Rowl*y made the Ozan quests, has worked on Ports and now the Arc. I find it unlikely he'd forget having already created a group called the Skulls and then accidentally make a new, unaffiliated one.

Yeah, it's not made up on the spot. The Skulls seems to be a really huge and domineering force in the Western Eastern lands (Weastern lands) and Misthalin. Rowl*y worked on both pieces of content (Desert Quests and Wushanko, as well as like a half dozen other amazing things), and I'm pretty sure he has a lot of interesting plans going on in the same vein that Mod Raven does when you play through quests he was involved with. ^ "Some of those words were
