I'd imagine Bandos arrived in the 2nd Age like most of the gods, so there's no reason he couldn't have made use of the World Gate too, though if he didn't he could have teleported goblins there. Or maybe when he did come it was via the fairy rings (there is one of Yu'biusk), which might explain the presence of orcs on Zanaris.

I've not seen anything that indicates the goblins were on Gielinor before the 3rd age. It's mentioned in many different places that Bandos approached the Goblins looking for an army to fight for him, in the godwars. The only significant mention of Goblins in history is their part in the Godwars and their conflict with the Gnome during the 4th age.
I thinker to think that High Wart God or however spelled otherwise, was one of those charaters that simply did what they wanted to do without further pondering over how to, in a more understandable way called as subconsiously. I for another am under such mindset miself which some of you may attach for final piece of my personal puzzle, given those ol' hounds are still howling around... So you know'd what i point at hereafter and so forth the fortress and numerous other pointlessnesses~
