You know that Zaros has that nice thing called a shadow realm, and he doesn't need to invite that many people

Plus the World Guardian isn't hordes of people. It's just one person, and multiple players don't factor into it.

He was referring to the Zarosian NPCs, not multiple player characters. Although the Zarosian faction couldn't accurately be described as a "horde," either.
