Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.

Plus the World Guardian isn't hordes of people. It's just one person, and multiple players don't factor into it.

He was referring to the Zarosian NPCs, not multiple player characters. Although the Zarosian faction couldn't accurately be described as a "horde," either.
Patrolling Lore FC almost makes you wish for a Great Revision.

No doubt we could deal with the examiners regardless.
Remember how Azzanadra dealt with that one guy upon leaving the pyramid.

The threat is obviously not from the examiners, but from the possibility of exposure. The Zarosian M.O. is to keep to the shadows; there is no way Azzy will risk word of a Zarosian headquarters getting leaked.
That said, I don't see how Zaros' inner circle showing up would draw any attention. Aside from the Mahjarrat ability to track their own kind.
Patrolling Lore FC almost makes you wish for a Great Revision.
