I saw it less as a tantrum and more as sheer disbelief. This is something he's wanted since he was made, and the most powerful of the most powerful beings in existence just told him that it was impossible. Not that she wouldn't do it, but that she couldn't.

I can't really blame him for being shocked about that, and I'm glad that he's using this meeting as inspiration to seek out his own way to ascend even without the aid of the elders. And, as an added benefit, having somebody prove the most powerful/wise of the elders wrong (that Zaros becoming an Elder God is possible) might be a good way to prove our worth to them.

Since its pretty clear they took inspiration from Arkham City, I'd say that him making us see a hallucination of himself isn't out of the question.
