Are we talking about the one god who managed to subvert the edicts, using an elaborate strategy involving false dreams, luring people to other planes and possession amulets?
Plus the breeding programs and manipulation of the races on Yu'biusk, and the psychological games he was playing with Armadyl in BatB? It may not seem his style at first glance, but Bandos was a mastermind when it came to these things.

Not to mention he was the strongest god during the God Wars (unless that was retconned?), so creating these amulets might've been within his power.
Patrolling Lore FC almost makes you wish for a Great Revision.

I think it's been left unclear on purpose, but the only plausible options to me are Saradomin or Sliske. At this point Sliske was still written as a very subtle worker, not the drama queen he became after Guthix's death. Bandos is smarter than most people give him credit for, but if he made them I would have expected the Bandosian forces to have broken the news of the treachery first as part of the plot.

The amulets did benefit Saradomin's followers short term, but completely turned the battle into a quagmire not long after. Also, given my impression of Saradomin he wouldn't have felt the need to surreptitiously make a move to grab the godsword from the Aviansie, he probably would have demanded it from Armadyl (his ally, but one Sara sees as his intern almost) directly. The only thing subtle about Saradomin tactically is the Temple Knights, otherwise he seems to promote open force to a degree only rivaled by Bandos.

Sliske, on the other hand, loves coming up with complex plots to sow discord and watching the puppets dance to his tune from afar. Given the whole incident with freeing Nex we know he was around too.

I think this is the best lore thread I've seen in a long time.

Anyway, I think it was Saradomin, and I think that one of his positive traits is that he listens to his followers, and has even been known to give them some sort of 'blessing' on certain occasions. I was going to research this topic further and make a thread about it, but real life got in the way and I'm nowhere near as active as I used to be. So this will have to suffice ;)
