Nomad's seen as a villain in Death's eyes because he eats souls and sewed them into a monster god.
Necromancy is generally seen as evil by Death since it appears to bind the souls of the dead against their will to the whims of whatever mortal summons them.
Acknowledging that, should we work purely with Souls that want to aid us by their own free will (like is the case with Senliten), I see little reason why either Death or Icthlarin would take issue with that.
Ex: You kill a number of goblins. After the n-teenth one, you feel a soul calling out to you. Using your necromancy skill, you make contact with the restless soul and it tells you that it wishes to serve you as per Bandos's philosophy (you were stronger). Making an agreement, the spirit can now be called upon to aid you in combat.
Or you could use your necromantic skills to put ghosts or necromantically animated beings to rest, gaining boons for doing so.
Or you could commune with long dead heroes to bid them to join your cause (like whatever hero is buried at the lone grave in the Wilderness, Camorra, or Unlucky_Nooblet239).
Besides, it's not like they seem to care about us trapping souls in Shabti and forcing them into our own death pit to fight us over and over again.
