Wouldn't Ashdale get overrun by crassians? Mos le Harmless and Harmony island would be overrun by zombies too. The dagannoths would likely have done a number on the fremennik isles. Remember when they tried to invade Relekka and there was a whole expedition to drive them back?

The arc might've gotten wiped out by the jianshi and some stuff probably went down from the unfinished ports voyage storylines but the eastern isles have the best odds of having some decently habitable locations unless Xau Tak spread his influence there.

Now that rasial lore is out, it's likely in the dimension of disaster he remains in the underworld as guthix would wake up and be able to detect necromancy activity so he still has hermod as a lieutenant and he would either still have yudura as his apprentice or has a new one. Dimension of disaster vorkath would remain sleeping at ungael as the fremennik wouldn't be strong enough to fight him without heavy losses.

After battle of forinthry we can guess that dimension of disaster vorkath would either not be raised by zemouregal at all before his demise at the hands of arrav, or he was raised but escaped zemouregal. Even undead, I think he'd still be relatively friendly and maybe settle in the fremennik province.
