Xiaoqing: Would you exist without it? If it controls your very existence and ability to live, being your necessary food, it has power over your life, hasn't it? So, is seems that it actually IS more powerful than you since you couldn't exist (for a bit longer time) without it (or similar replacement) :D

... Woah, that was weird. I blacked out for a minute. Anyway, the Elder Gods are obviously the most powerful, though I recall there being hints from Osborne of a deity who created them, so I'd presume that deity is more powerful still. If you're looking for younger gods, Guthix. Guthix is dead though, and he's not coming back. That leaves Zaros and then Seren. I assume Zaros is stronger only because he seems to spend more time doing actual work, while Seren has been sitting around. If you figure being a creation of an Elder God is cheating, then Saradomin is the most powerful, probably both in his own power and in the number of followers on Gielinor. A

If we're not including elder gods, likely either Zamorak or Saradomin.

Zaros might have raw power, but Zamorak managed to defeat him while being a mortal ( the most powerful one yes, but he was not using the staff properly either ) and Saradomin went toe to toe with him in the battle of lumbridge before his followers boosted him.
Zaros appears to lack combat knowledge.

Army wise it is Zamorak for sure, during the godwars his armies went up against the armies of three factions ( Saradomin, Armadyl and Bandos, although he switched sides in between ), and up to this day still has the more powerfull species and number amongst its ranks.

In influence, Saradomin, as most of Gielinors citizens follow him.

The most dangerous for Gielinor itself?
Since Bandos and Tuska have passed away, and maybe even before that, either Saradomin or Zaros.


And of course there is Xau-Tak, but his motives are unclear so far.
Besides him having oceans of corpses.

Ignoring the obvious answers of Elder Gods. If we are talking power as in enacting change on great levels. I would say either Guthix or Zamorak. Sculpting the world with the tools of creation, as well as nuking an entire region and overthrowing the Chthonians, are immensely powerful acts which have changed history.

Purposely excluding other significant Gods because they remained uninvolved and their followers did most of the dirty work. Looking at Zaros and Seren.
