I thought everything the gods did in this quest was in character. Even if you staunchly supported Zamorak in the 6th age, there's still no reason for him to trust you. So it makes sense he would betray us, just as it makes sense he would try to claim Gielinor while everyone is at their weakest.
Guess this line of dialogue was just a bit or part of fan service then, or Zamorak just lied to me for whatever reason.

If it comes to it bet its because of the WG connection or twisted genes to shadow anime.
Even Kerapac was bafled by it.
