I think the point of this was to show you how the pact works. The twist (should you not race against Zammy) was to show you that Zaros has many pacts.

That would make sense. The condition was that the action he would require from them had to occur during the game, so without the game, there's no longer a place for him to call on the bargain.
As for the geass (Makes sense Seren would have that, because both are Welsh), she didn't mention it, but I saw a stream where it came up. I get the impression that Zaros is capable of severing the geass because if you gave him the dark simulacrum. I kept the dark shard and Eluned out, so Seren was at her lowest here. It was mentioned that she and Saradomin parted on good terms, which I think would have been the condition for her to have a geass, but I raced Armadyl, and while I did see the conversation between Seren and Armadyl, it really didn't go all that well.
However, would there be any consequence for Kerapac destroying the Stone? Because if Zaros enact the pact, then technically, whoever is bound to him broke their oath because they failed to give Zaros the Stone.

I don't believe there are any repercussions because the contacts were invoked and it is now impossible for them to complete the task therefore the agreement is void or has been completed. I'm not 100% sue that's how it works though.

The contracts were fulfilled. Each god just barely had time to agree to relinquish control of the stone to Zaros/Seren when the Dragonkin destroyed it.
Given its size, it could hardly be physically handed over, but the agreement that it now belonged to Zaros/Seren was made before its destruction in every case except the World Guardian's.
