There was no need for it. Zaros was just rigging the game by blackmailing the Gods and threatening what was most important to them: holding Saradomin's daughter hostage, nearly killing Zamorak's race, and something to the Aviansie.
Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.

Right, what we see in Children of Mah seemed important from our perspective, but for Zaros, it was just setting up one of many contingencies.
